Within an opinion on the draft regulation of the ministry of health on PGD from November 23rd 2012, the Ethics Council criticized that the insufficient organizational and procedural arrangements of the regulation doesn’t take the fundamental prohibition with a mere derogation of PGD application appropriately into account. With regard to the number of PGD centers and ethics committees as well as their internal procedural guidelines, these arrangements are underdetermined and contain no uniform nationwide criteria so that transparency and monitoring possibilities are not adequately provided by the lawmaker as measured by the basic rights touched by PGD.
