Study Commissions are working groups constituted by the parliament; in these working groups, experts as well as representatives of each parliamentary group search for results concerning up-to-date questions. Major attention is concentrated on the consideration of legal, economic, social and ethical aspects. The recommendations of the study commission are to prepare decision-makings by the German Bundestag; they are, however, of no binding character.
